“To Be or Not to Be. That is the Question.”
The basic problem affecting our community is the ages old one written by William Shakespeare more than one thousand years ago; “to be or not to be, that is the question.”1 In other words, do we look to the Incline Village General Improvement District (“IVGID”) to be the answer to all things to all people insofar as anything affecting Incline Village and Crystal Bay in any respect whatsoever is concerned? Or do we look to it to strictly limit its reach to those express purposes and powers granted under the General Improvement District law in general, and Washoe County2 in particular? Stated a bit differently, “to be or not to be?”
Another mythical means of answering this same question takes us back to the 14th Century and Robin Hood. Although in reverse. That would be our employees and special interests in town taking from the poor to feed the rich3!
