Does The Incline Village General Improvement District (“IVGID”) Assess Ad Valorem Taxes? And If So, How Much?
Since we’ve elsewhere established that general improvement districts (“GIDs”) have the power to levy and collect their own ad valorem taxes, here we examine whether IVGID, in particular, levies and collects an ad valorem tax? And if so, the amount.
Take a look at your property tax bill from Washoe County. Insofar as the summary of Tax Distribution by Fund is concerned, the reader will find an entry for “Incline Village.” That’s your property’s IVGID ad valorem tax. Meaning that the answer to the question of whether IVGID levies and collects its own ad valorem tax, is yes.
So how much are we talking about?
If one goes to page 71 of the latest (2025) Annual Comprehensive Financial Report (“ACFR”) [“the 2025 ACFR“], one will find a ten (10) year summary of the tax rates assessed for each of the overlapping tax districts1 within IVGID’s boundaries2. As well as the total. Ten years ago (2016) the combined tax rate for all overlapping tax districts was $3.4562 for each $100.00 of assessed valuation. Today it stands at $3.4852 for each $100.00 of assessed valuation3. IVGID’s portion stands at $0.1461 for each $100.00 of assessed valuation4. By way of comparison, Washoe County’s portion stands at $1.3917 for each $100.00 of assessed valuation4, and it has remained constant (up from $0.1269 in 2016) since 20165.
So what does this mean in the real world? Page 7, Schedule B-9, of the 2026-27 Budget provides the answer. $2,524,150 of annual IVGID ad valorem tax revenue for FY 2026-276. Based upon $2,809,965,863 of current fiscal year assessed valuation4. Up from $1,484,624,556 in 20167.
