What Fees Have The Incline Village General Improvement District (“IVGID”) Actually Adopted?
As stated elsewhere, all general improvement district (“GID”) Boards are authorized to “fix, and from time to time increase or decrease: electric energy, cemetery, swimming pool, other recreational facilities, television, FM radio, sewer, water, storm drainage, flood control, snow removal, lighting, garbage or refuse rates, tolls or charges other than special assessments, including, but not limited to, service charges and standby service charges, for services or facilities furnished by the district, charges for the availability of service, annexation charges, and minimum charges;”1 and, rates or charges for “new or changed…sanitary sewer2…water”3 and “collection and disposal of garbage and refuse4…services to be performed or products to be furnished.”5 So the question: what kinds of rates, tolls and charges does the District actually assess? We’re aware of at least nine (9):
“Standby Service Charges For…The Availability of The Use of (The District’s Recreational) Services And Facilities:” As elsewhere discussed, the District assesses each non-exempt parcel/dwelling unit within its boundaries “standby service charges for…the availability of the use of6…services and facilities7 furnished by the district.”8
User Fees at The District’s Various Recreational Venues:
